The primary objective of the programme is to prevent sexual-based violence and promote gender equality in order to meet the physical, emotional and economic needs of Sri Lankan Tamils in general and women in particular. The programme targeted Youth (men) & Married couples from the 10 camps of Tirunelveli District
Gender-based violence includes physical, sexual and psychological violence such as domestic violence; sexual abuse, including rape and sexual abuse of children by family members; forced pregnancy; sexual slavery; traditional practices harmful to women, such as honor killings, burning or acid throwing, female genital mutilation, dowry-related violence; violence in armed conflict, such as murder and rape; and emotional abuse, such as coercion and abusive language. Trafficking of women and girls for prostitution, forced marriage, sexual harassment and intimidation at work are additional examples of violence against women.
The major component of Pudhu Vazhvu Phase V was the response to the issue of Gender Based Violence (GBV).

Assessment of Shelter Programme by BPRM, U.S.A.
With the generous contribution of Bureau for Population, Refugees and Migrants, U.S.A, TSSS was able to build 271 shelters at Tirunelveli District with the technical guidance of Catholic Relief Services, Delhi. The shelters were located at Gangaikondan and Chettimedu camps. The shelters became very popular and they attracted the attention of the governments and other NGOs including PRM and the Consul General of US Embassy.
A team of representatives from PRM, USA visited the Camp at Gangaikondan on 11.02.2013. They expressed their appreciation and satisfaction over the shelter programme. The team also interacted with the members of district livelihood committee and the NGO partners at TSSS’ Office. The members of the team visited included the following dignitaries:
